MENGUKUR TINGKAT KEMANDIRIAN KABUPATEN DI BALI DALAM OTONOMI DAERAH

ABSTRACT
This article describes the independence District in Bali in the Autonomous areas, in accordance with Act No. 32/2004: revision of Act No. 22/1999 and Act No. 33/2004: revision of Act No. 25/1999. From the results of measuring the District Decentralization degree movies in Bali, showed the Badung Regency 76,66%, Kodya Denpasar, Gianyar 21,45 40,12%%, Buleleng, Tabanan 33,80% 18.02%, Jembrana 7.61%, Karangasem, Klungkung 14,84% 7,91%, Bangli 19.97%. From the level of independence of Badung, Denpasar Kodya 16% 51% 53%, Gianyar, Tabanan Jembrana, 59% 64% 69% of Karangasem, Klungkung, 83%, Bangli 80, Buleleng and 72%. From the results of the discussion, only three districts in Bali welcomes autonomous region i.e. Badung Regency, Gianyar, and Kodya Denpasar.
