ABSTRACT
Laws of 1945 about 28 H and Law Number 23 Year 1992 on health, explicitly states that, each person entitled to health services. Thus, every individual, family and people of Indonesia are entitled to the protection of oneself is not exempt the poor and not able to because of health are fundamental rights and thus the investment for the successful development of the nation. Regional Development, Bali is one of the subsystems of national development that covers many aspects of life physically and mentally which aims to improve the welfare and dignity, identity and personality to strengthen and improve public health degree Bali. Efforts to improve public health degree Bali performed by triggering Bali Mandara Health Insurance program (JKBM), which begins January 1, 2010 date. Bali Mandara Health Insurance aims to provide free health services and improve public health degree. Study was conducted to determine performance differences are least Bali Mandara Health Insurance (JKBM) in terms of increased access to health services between the rural poor category with a very poor village in Badung regency and district Abiansemal. Viewed from the discriminant analysis, was not there performance differences Bali Mandara Health Insurance (JKBM) in terms of increased access health services between the rural poor category with a very poor village in Badung regency and district Abiansemal.
